ESTABLISHMENT OFFICER
A post in an organization whose job is to get a part of that organization set up and keep it that way — staff hired, people trained for their jobs, lines and supplies in place — so that the area produces. Often shortened to Esto.

Usage
An Establishment Officer given a department gets each person trained on his own job and producing, then drives out the wasted motion and confusion in the area. He does not set it up and leave; keeping it established is the job.
Why It Matters
Most organizations fail on establishment rather than on effort — people are busy but not set up to produce. The value of an Esto is measured simply by whether his area produces more and better.
