People who have not met Scientology yet. "Raw" here just means untrained and inexperienced in the subject; it is not a judgement about the person.

Usage
Books and introductory talks are aimed at the raw public — people encountering the ideas for the first time. Someone who has done a course is no longer described that way.
Why It Matters
The term exists because material written for people already familiar with the subject is unreadable to people who are not. Knowing which audience you are addressing is the whole reason for the distinction.
