HCO POLICY LETTER
The written issue type that carries the material on running a group or an organization, as distinct from the material on auditing. Policy Letters are written by L. Ron Hubbard only and stay permanently valid whatever their date. Usually shortened to HCO PL.

Usage
Someone with a question about how a department should be organized looks up the relevant Policy Letter, in the same way an auditor looks up a bulletin for a technical question. Age does not weaken a Policy Letter; an old one is as valid as a new one.
Why It Matters
The split is simple and useful: bulletins are printed in red on white and cover auditing, policy letters are printed in green on white and cover organization. Keeping the two apart stops technical and administrative matters getting tangled.
