HCO BULLETIN
The written issue type that carries the technical material — everything to do with auditing and courses. HCO Bulletins are written by L. Ron Hubbard only, printed in red ink on white paper, and they are senior to any other order on a technical matter. Usually shortened to HCOB.

Usage
An auditor with a question about how a process is run looks up the HCOB on it, and what the bulletin says settles the matter. If two were issued on the same date they are marked Issue I, Issue II, and so on.
Why It Matters
Having one written source that outranks anybody's opinion is what keeps the technical material from drifting. A bulletin stays valid from the day it was issued unless it is specifically cancelled.
