OFF-POLICY

An adjective which describes a dispatch or communication in any organization or from one organization to another which is originated by or forwarded by someone who should know that the matter is already covered by policy. It should only be routed back to the sender.

From the AOGP Abridged Scientology Dictionary — based on original LRH source materials, updated through 1982.

Usage

If a staff member writes a dispatch proposing a new way to handle student enrollment when existing policy already covers that exact procedure, the dispatch is off-policy. It should be routed back to the sender with a reference to the existing policy.

Why It Matters

Recognizing off-policy communications prevents unnecessary reinvention of procedures that already exist. It keeps an organization running on established, workable policy rather than ad hoc solutions.
