Actions or omissions undertaken knowingly to suppress, reduce or impede others by harming their survival potential.

Usage
If a person knowingly takes actions to suppress, reduce, or impede another's ability to survive and succeed, those actions are classified as suppressive acts. This includes both harmful actions and deliberate harmful omissions.
