At the end of 1975 and into 1976, Ron traveled from Florida to Washington, DC, across the United States to Los Angeles, California and finally to a ranch at La Quinta in the Southern California desert.


At his new home he continued researching and writing. In addition to numerous technical bulletins, several key HCO Policy Letters on training staff members and on how to improve an organization's productivity come from his work at this time.


Nineteen seventy-six also saw the completion of three massive publishing projects, with the release of the original Technical Bulletins volumes, the Volunteer Minister's Handbook and Modern Management Technology Defined, the admin dictionary. Making the wealth of Ron's technical and administrative discoveries much more easily accessible to all Scientologists, these new works were greeted with tremendous enthusiasm the world over.
